Tibby Milne

Tibby Milne brings a wealth of experience and knowledge with her as a powerful advocate for the safety and welfare of children and youth. In her career of over 30 years, she has influenced policy, mentored key players in schools, local community organizations, law enforcement and local, state, and national government, and has taken her love and concern for children and youth across the globe in her undying efforts to improve the quality of life for them and their families.

Milne has acted as a consultant/trainer for law enforcement academies in various states, educational organizations, parents, volunteers, and state and national crime prevention institutes. She founded, developed, and implemented the National McGruff House program—a temporary safe haven program for children and youth who face emergency situations or threat of safety in their neighborhood. The program is currently operating in 42 states.

Milne's work with the National Crime Prevention Council has taken her across the country in the capacity of instructor, consultant, and mentor as she assists state and local organizations in developing curricula and programs, mobilizing volunteers, working with policy makers, and seeking corporate partnerships.

Milne has received over 30 state, national, and international awards, as crime prevention and child advocacy organizations around the world have recognized her as an expert in her field and one who has literally made a difference in the life of every child. Perhaps one of Milne's proudest moments came when President George H.W. Bush presented her with the U.S. Department of Justice, National Crime Victims Rights Week Award “For Outstanding Service on Behalf of Crime Victims.” Utah PTA has also honored Milne with their “Concern for Children Award,” as well as an Honorary Lifetime Membership.

PTA Involvement:
Current service includes: Utah PTA Executive Board, Vice President of Programs, Member of Legislative Action Committee (LAC), Chair of the Utah PTA Resolutions Committee, and Parliamentarian.

Milne has authored resolutions that have impacted policy at the state and national level, she has advocated for children for 35 years with the Utah state legislature, and has helped draft legislation and provided advocacy in 16 different states. PTA has been the grateful recipient of Milne's expertise for over 35 years, from her beginnings at the local level as a room mother and local commissioner, to serving as a Council President, representing her region as the Associate Regional Director, and her service on the state Board of Directors as safety and welfare commissioner, health commissioner, Secondary Schools Vice President and Vice President for Programs. Her work as the Utah PTA Parliamentarian has been invaluable, and as the Resolutions Committee chair over the past three years, she has guided several powerful state resolutions into existence, while mentoring committee members in the process.  She has also held the position of secondary schools Vice President.

Community Involvement
Current Service includes: member of: Governor’s Meth Task Force, Parents Empowered Underage Drinking Campaign Task Force, Utah Prevention Advisory Committee, Utah Substance Abuse and Anti-violence Coordinating Council, Women’s State Legislative Council of Utah (Director, Judiciary Committee), Drug Endangered Children’s Task Force, Utah Child and Family Cabinet Council (work group) Salt Lake Meth Partners, Utah Coalition of Families, Youth Crime Watch of America, (Board Advisor), Crime Prevention Coalition of America (Chair), and International Chiefs of Police Crime Prevention Committee.

Milne has demonstrated the ability to build partnerships with several diverse communities as has worked with local and state level leadership from various diverse and socio-economic levels working on committees, task forces, state appointed committees, and local, state, and national boards.
